Ingrid M. Turner (D) - District 4 was sworn into office on December 4, 2006, as the first African-American representative elected for Councilmanic District Four on the Prince George’s County Council. She was unanimously elected to serve as Council Chair for the Legislative Year 2011. Chair Turner’s constituent area includes: Bowie, Glenn Dale, Greenbelt, Westchester Park, parts of Lanham-Seabrook and Upper Marlboro.

Council Chair Turner will represent the Council statewide on the Maryland Association of Counties (MACo) serving as First Vice President. She formerly served as Chair of the Health, Education and Human Services Committee (HEHS) and as a member of the Council Public Safety and Fiscal Management Committee (PSFM), and the Transportation, Housing and Environment Committee (THE). Appointments for Council Chair Turner include the Governor’s Workforce Investment Board, the Maryland Association of Counties Board of Directors and Chair of the Legislative Committee, as well as the Prince George’s County Economic Development Corporation Board of Directors. Council Chair Turner also serves on Congresswoman Donna Edward’s Service Academy Selection Board. She is a 2008 graduate of Leadership Prince George’s and a 2010 graduate of Leadership Greater Washington.

Following 20 years of service to her country, Council Chair Turner retired as a Commander in the Judge Advocate General’s Corps, United States Navy. Rising to the level of Director, Reserve and Retired Personnel Programs for the Judge Advocate General of the Navy, Chair Turner managed the 725 reserve component attorneys and paralegals. She also served as the Executive Assistant to the Assistant Deputy Judge Advocate General.

Council Chair Turner has held a variety of leadership roles with civic and professional organizations. Her accomplishments and dedication have been recognized with many awards and honors to include: the Emily J.T. Perez Award of Appreciation; The Prince George’s Community Foundation 2009 Civic Leadership Award; The Collective Banking Group, Inc. 2008 The Community Award; and the National Association of Counties County Leadership Institute Scholarship Recipient and 2010 Graduate. She is also an active member of many organizations, including: Iota Gamma Omega Chapter of Alpha Kappa Alpha Sorority, Inc.; the Maryland Bar Association; Prince George’s County Bar Association; and NAACP. Council Chair Turner is a graduate of the United States Naval Academy, with an MBA from Golden Gate University and a Juris Doctorate from The Catholic University of America, Columbus School of Law. Additionally, Chair Turner has completed advanced studies coursework at the George Washington University School of Law in the area of healthcare law.
