The Prince George's Department of Housing and Community Development (DHCD is a participant in two programs of the American Recovery and Reinvestment Act (ARRA) of 2009. The first program is the Homelessness Prevention and Rapid Re-Housing Program (HPRP), as authorized under Title X11 of the Recovery Act, with a total grant amount of $2,512,242. The second program is the Community Development Block Grant Recovery (CDBG-R) with a total grant amount of $1,643,034.
The DHCD formed a partnership with the Department of Social Services (DSS) who manages the County's Emergency Shelter and Homeless Services Programs, as well as other human service organizations that have direct involvement with at-risk individuals and families throughout Prince George’s County.
HPRP provides the following assistance and services:
Short-term rental assistance
Medium-term rental assistance
Utility deposits
Utility payments
Moving cost assistance
Legal Services
Mediation

CDBG-R funds were awarded as a means to stimulate stabilized communities and to sustain or create jobs. Projects awarded included job training programs, road and sidewalk improve-ment projects and energy efficiency upgrades for public facilities.
