Henry C. Turner, Chairman

Henry C. Turner Jr.Henry C. Turner, Jr., Lieutenant Colonel (Retired U.S. Army) was appointed as the Chairman of the Prince George’s County Inaugural Commission for Veterans in October 2008. He holds a Bachelor of Science degree from the United States Military Academy, a Masters in Business Administration from Babson College through the Army's fully funded program, and is a graduate from the military's most prestigious colleges: the Air Command and Staff College, as well as, the Defense Systems Management College at the National Defense University. Mr. Turner brings over 28 years of comprehensive and progressive leadership, technical and analytical experience in acquisition and contract program management, financial management, logistics operations, land development and personnel management.

Mr. Turner was selected out of all Army officers for the prestigious position of Military Assistant to the Acting Secretary of the Army at the Pentagon in 1997. In 1991, Mr. Turner became a Bronze Star medal recipient from the Gulf War where he served as the Operations Officer for the Defense Logistics Agency in Saudi Arabia. During the conflict he was instrumental in coordinating the logistical flow of over $2.45 billion worth of supplies to ensure forces were combat ready. During his military tenure, Mr. Turner earned numerous awards to include two Legion of Merit Medals, a Bronze Star Medal, five Army Meritorious Service Medals, two Army Commendation Medals, a Joint Commendation Medal, an Army Achievement Medal, and an Office of the Secretary of Defense, Joint, and Army, Staff Identification Badges.

Mr. Turner served as a Board Member of the Greater Prince George's Business Roundtable, Prince George's County, Maryland and the Maryland National Capital Building Industry Association. He is a founding member of the Minority Building Industry Association, Inc. and sat as a member of the Executive Board of Directors. He founded and chaired the Inaugural Prince George’s County Ambassadors' Day. As CEO of Renaissance Development Group, he is responsible for the direction of the privately owned real estate development, construction, and management company which focuses on purchasing, owning, operating and selling real estate.

Gerard F. Devlin, Vice Chairman

Gerard F. DevlinGerard F. Devlin, a native of Boston, Massachusetts has lived for 49 years in Prince George's County and is a resident of Bowie where he has lived since 1962. He is a graduate of Suffolk University where he earned his BA with honors. He has a master's degree in Political Science from the University of Maryland, College Park, and a juris doctor degree from the University of Baltimore. He served in the USMC and USMCR from 1953-1961. An attorney, he practiced law in Bowie and Upper Marlboro until being appointed to the District Court by former Gov. Harry R. Hughes in 1986. He retired in 2001 as a full time judge and sits part time as a judge in courthouses across the state. He was a staff member on Capitol Hill from 1959-1975 serving as an aide to Sen. Carl Hayden (D-Arizona) and Rep. Dominick V. Daniels (D-NJ). From 1975 to 1986 he was a Delegate to the MD General Assembly, from the 23rd District, where he was vice chairman of the House Ways and Means Committee. He is a life member of the Marine Corps League, AMVETS and the Disabled American Veterans. He was named Maryland's Veteran of the Year 2007 by the Maryland Joint Veterans Committee.



André R. Martel

Andre R. MartelAndré R. Martel, Lieutenant Colonel (Retired, U.S. Army) was appointed to the Prince George’s County Commission for Veterans in October 2008. A 21-year veteran of the United States Army, Mr. Martel holds a Bachelor of Arts degree in Political Science from the University of Maine (Orono Campus), and a Master of Arts degree in Management and Administration from Central Michigan University.

Mr. Martel enlisted in the United States Army in 1969 and received his commission as a 2d Lieutenant after graduating from Officer Candidate School at Fort Belvoir, Virginia in July 1970. He served as a Military Intelligence Officer throughout his career, serving in both the European and Far East theaters. He is a 1983 graduate of the Army Command and General Staff College at Fort Leavenworth. His assignments have included two company-level commands, Battalion S-3, and VII Corps Signal Security Officer. During his final assignment, he served as the Executive Officer for the Army Intelligence Agency headquartered at the Pentagon.

Mr. Martel is currently employed by Lockheed Martin Corporation, serving in the Information Technology and Facility Management fields. He and his wife, Carolyn, are 25-year residents of Bowie. Mr. Martel is the AMVETS (American Veterans) representative to the Prince George’s County Commission for Veterans. He is currently the Executive Director for the AMVETS, Department of Maryland.



Elbert D. White

Elbert D. WhiteElbert D. White, is a Navy Veteran of The Korean War, and a 46 year resident of Prince George's County, he retired after 40 years as a Financial Manager and Director of Household International and The Pentagon Federal Credit Union.

He was a very active leader in his community where he served as a member of The Board of Directors of La Reine High School, and 7 years as a member of The Board of Directors at Bishop McNamara H/S, the last 3 years as President. He held a presidential appointment to The Local Selective Service Draft Board #20 the last 18 years as Chairman. He was elected President of The Southern Maryland District Youth Camp, and for the past five years has served as an Honorary Commander on Andrews Air Force Base.

Mr. White is a 46 year Honorary Life Member of Clinton American Legion Post 259, where he has served as Post Commander, Prince George’s County Commander, Southern Maryland District Commander and Maryland State Commander for 2004-2005. He currently serves as Chairman of The American Legion State Legislative Committee, and is a member of The National Legislative Committee where he serves as the liaison to Congressman Steny Hoyer, for the last 10 years has served as The National Commanders Representative for Military Affairs, He is also a Honorary Life Member of ANAVICUS Army Navy Air Force Veterans in Canada and United States.



Glynn E. Parker

Glynn ParkerGlynn E. Parker a former commissioned office in the US Army retired in 1985 as a Lieutenant Colonel with 27 years of active service. He entered the Army in 1958 at Aberdeen Proving Grounds (APG), Maryland and after completing the Ordnance Officers Basic Course and the Ammunition Supply Course he was reassigned to the US Naval Explosive Ordnance Disposal School in Indian Head, Maryland; he completed the Explosive Ordnance Disposal (EOD) Course in August 1959.

During his career he served in command and staff positions in the United States, His overseas assignments include Alaska, Okinawa, Germany and two tours in the Republic of Vietnam. Mr. Parker’s was initially assigned to Command an EOD Detachment requiring leadership and expertise in hazardous munitions/devices on military installations as well as in civilian communities.

In 1968 he was assigned as the S-4, 3rd Brigade 82nd Airborne Division in Vietnam followed by an assignment as Staff EOD Officer, Fifth Army Headquarters, Ft. Sheridan, IL in 1969 followed by an assignment to the Army’s Combat and Development Command at Ft. Belvoir, VA as Staff EOD Officer where he was responsible for determining the Army’s requirements for EOD tools and equipment. In 1974 he was transferred to Germany as Materiel Officer, 60th Ordnance Group and in 1980 he was assigned to the Pentagon in the Office of the Assistant Chief of Engineers where he was responsible for planning and programming military construction projects worldwide.

His decorations include Legion of Merit, two Bronze Star Medals, three Meritorious Service Medals, three Army Commendation Medals, Joint Service Achievement Medal, Master Explosive Ordnance Disposal Badge, and numerous unit awards and Campaign Stars.

Mr. Parker holds a BS Degree from Hampton University, Hampton, VA and an MA Degree from The George Washington University, Washington, DC. His senior military education includes the Command and General Staff College, Ft. Leavenworth, KA and the US Army War College, Carlisle Barracks, Carlisle, PA.

After retiring from the Army, Mr. Parker entered the securities business. He was licensed as a Registered Representative. In 2001 he retired from active employment. Although he had joined the Disabled American Veterans in 1990 it was not until early 2000 that he became very active with the DAV. In 2003 he was elected to the position of Commander of Disabled American Veterans Chapter 17 in Camp Springs, Maryland. Subsequently, he served in positions at the Department of Maryland and became the Department Commander in 2007. He currently serves as the DAV Department of Maryland’s Chairman of the Veteran Affairs’ Volunteer Services Committee of the Maryland Health Care System. He is also a certified Department Service Officer.



Stanley P. Murphy

Stanley MurphyMr. Murphy is the President and Chief Executive Officer of Systems, Services, & Designs, Inc. He co-founded the company in 1985. For the past 30 years, Mr. Murphy has been a champion of new technologies designed to improve organizational efficiency and the bottom line for both government and private sector clients. Prior to SSD, Mr. Murphy held leading roles in systems design, engineering, programming and scientific research. He was a key player in software design of computer controlled radar systems, development and management of armaments simulation systems for various Department of Defense projects. He has also worked on development and system engineering support for the Federal Aviation Administration and government contractors such as Martin Marietta (now Lockheed-Martin), Singer, CTA and TRW. Mr. Murphy is also President of Chapter 958 of the Vietnam Veterans of America located in Washington, DC. In the academic world, Mr. Murphy has conducted biomedical research on cancer-activated enzymes, nuclear and fuel power simulations. He also taught at Howard University. Mr. Murphy is a veteran of the United States Army. He holds a Master of Science degree in Physics from Howard University, Washington, DC and a BS in Engineering Physics from North Carolina A&T State University.





Regina Ann Powell

Regina Ann PowellCommissioner Regina Powell was appointed to the Prince George's County Commission For Veterans as a Member of the Public on October 28, 2008. Commissioner Powell served in the United States Women's Army Corps, June 3, 1975 and served with the District of Columbia Army National Guard and with the National Guard Bureau, until her retirement August 1. 2001 (Sergeant First Class). Commissioner Powell is a member of several Veteran Organizations, The National Association of Concerned Veterans, The Disabled American Veterans, Chapter 17; The American Legion, Post 259, The National Guard Bureau Alumni Association. Commissioner Powell has been an Advocate for Veterans and their Families while serving our country and as a Veteran she continues to serve. "Helping our Veterans and Families in Time of Need".










A. J. “Tony” Begenwald

Anthony J. BegenwaldBorn on October 1935 in Pittsburgh, PA, Tony served in the U. S. Marine Corps, on active duty from 1954 to 1956 and in the Reserves until honorably discharged in 1962. While in the Reserves, he attended Penn State University where he earned his BS Degree in Electrical Engineering. Upon graduation in 1960 he joined the Bendix Field Engineering Corporation (currently Honewell, Inc). where he enjoyed a very satisfying career as a contractor supporting NASA in all Manned Space Flight programs, starting with Allen Shepard’s Redstone down-range sub-orbital flight to well into the Shuttle program. He advanced through numerous positions from Technical Writer, Engineer, Supervisor, Manager, Program Manager, to Director of Administration. He had responsibilities for multiple disciplines such as technical writing, engineering, mission support, logistics, purchasing, plant engineering, quality assurance, publications, budgeting, estimating, and management. He retired in 1995. He received numerous NASA and Company awards during his career.

From 1999 to the present has been a member of the Free State Marine Corps League Detachment in Bowie where he served as Chaplain, Senior Vice Commandant, and is currently the Commandant. He is also the current Chaplain of the Department of Maryland Marine Corps League. He is also Chairman, Marines Helping Marines Program, a 501(c)3 program that provides financial, material, and social assistance to wounded Marines and their families from Iraq and Afghanistan. On this program over the past six years, he has made over 300 trips to Bethesda Naval hospital where he has visited over 4,000 wounded Marines and Corpsmen. He has received both the Free State Detachment and the Department of Maryland “Marine of the Year” awards.



Robert J Lambird

Robert J. LambirdRobert J Lambird is a Commissioner of the Prince George’s County Commission for Veterans, representing the Military Order of the Purple Heart of the United States of America. This organization is chartered by Congress.

Lambird was born in Chicago, Illinois in 1931, and grew up as a youth in the south side of the city. He served with a rifle company of the 7th Marines, 1st Marine Division during the Korean War, was awarded three Purple Hearts and other decorations, and was discharged in December, 1953.

He joined the MOPH on July 1, 1965, and served in a variety of Chapter 2222 and Department of Maryland positions. He is a Life Member of Chapter 2222. Lambird was elected Department Commander in May, 2006, and served in that position until May, 2007. He is currently a National Officer (an Alternate National Executive Committeeman) of the MOPH.

Lambird is also active in the American Legion (a Honorary PUFL of MD Post 126), the 40 & 8 (a Life Member of Voiture Locale 1230) and the VFW (a Life Member of Post 15021). He currently serves as: First Vice Commander and Treasurer of Legion Post 126; and, Commissaire Intendant (Finance Officer) of Locale 1230. He is a past National Officer of the 40 & 8, having served as Sous Conducteur Nationale (Treasurer of the national convention corporation). Currently, Lambird is Vice Chairman of the Joint Veterans Committee of Maryland, Chairman of the Veteran of the Year Banquet Committee, and participated in various legislative contact activities. Lambird is also a member of the Cheltenham Cemetery Volunteers Committee.

In the 1980’s, Lambird had a professional relationship with the AFL-CIO. As Chief Steward of an AFL-CIO local, he represented the local and its members before various Federal agencies, including the FLRA, the EEOC and the MSPB, and met with Maryland’s Representatives, including the Honorable Steny Hoyer, on various legislative issues.

Lambird received an education in engineering, accounting and the law, and was licensed as a Professional Engineer and a CPA in Maryland until December 2006 when he retired.



Raymond A. Chatary, Secretary – Nonvoting Meember

Raymond ChataryRaymond A. Chatary, Gunnery Sergeant, U. S. Marine Corps (Retired) was elected by the Prince George’s Inaugural Commission for Veterans as Secretary at their first meeting in November. He served on active duty for 20 years. His duty stations include Parris Island, S. C.; 2nd Marine Division, Camp Lejeune, N. C.; Marine Barracks, 8th & I Streets, Washington, D. C.; III MAF Headquarters, Republic of Vietnam; 1st Marine Aircraft Wing, Iwakuni, Japan and two tours of duty at Headquarters, Marine Corps, Washington, D. C. During his tour at the MB, Washington, D. C. he served on President Eisenhower’s Security Guard. He has two awards of the Navy Commendation Medal; two awards of Navy Achievement Medal with Combat “V”; Good Conduct Medal, 6 Awards; Combat Action Ribbon; and the Vietnam Service Ribbons and Medals.

After retirement, Mr. Chatary got involved with the veterans service organizations to help preserve the rights and benefits of veterans and their families. In the Disabled American Veterans he went through the chairs at the Chapter and Department Level and was the State Commander for 1995-96. In the Marine Corps League he went through the chairs at the Detachment and Department Level and was the State Commandant for 1998-99. He currently is the National Aide de Camp to the National Commandant, MCL. He is very active with the Joint Veterans Committee of Maryland and was Chairman, 1996-97 and has been their Secretary for 16 years. In the Veterans of Foreign Wars, he was the District 17 Commander 2004-05. He is currently holding the following positions: Chapter Commander, DAV Chapter No. 7; Adjutant, VFW Post 8065; Adjutant/Paymaster, Free State Marine Detachment; MCL, all located in Bowie, MD and Secretary for the Joint Veterans Committee of Maryland. He was appointed by the Governor to serve on the Maryland Veterans Home Commission and served for nine years from 1996-2005.

Mr. Chatary is self employed and owns and operates R. C. Cleaning Services. He was the Joint Veterans Committee Veteran of the Year, 1999; the Marine of the Year for both the Detachment and the State of Maryland, Marine Corps League; he has received three Governor’s Citations for his service to veterans. Ray and his wife Janet celebrated their 50th Anniversary in July 2008. They have three children; thirteen grand children and three great grand children.



Frederick H. Nordhorn

Frederick H. NordhornMr. Nordhorn is a 55-year-old Abenaki Native American and a member of the Nulhegan band in VT. He was raised in Vermont. Entered the US Army in 1973 and served his country until 1979. It was during this time that the Army taught Mr. Nordhorn computer repair. Mr. Nordhorn served in with Air Defense Units in Germany repairing computer systems. Later Mr. Nordhorn was station at Ft. Gordon GA as an instructor. Fred Nordhorn has worked in the Computer field since 1973 with the Military and has seen the Computer industry grow up over the years to what it is today. Fred has worked as an Instructor/Teacher with the US Army, Community Colleges and as a Teachers Assistant with the University of Maryland System. Mr. Nordhorn also has worked with some of the training companies in the DC area teaching computer classes like A+, Network+ and Security+. Fred has been involved with 2 start-up Computer Companies in the local area over the years. Fred works with or supports the following youth groups: Rainbow Girls, Jobs Daughters, DeMolay, Boy Scouts, Girls Scouts and Explorers. He also works with several Animal Rescue groups in the greater Washington DC area. Mr. Nordhorn also works with Veteran and Native American groups. “For years when I was growing up I had to hide my Abenaki Heritage. The lost years and the lost of verbal history is something that can never be replaced”. “I love attending Pow Wow’s when I can; for the most part I do not dance except Grand Entry, Veterans Dances and some Special Dances anymore."

Beverly Phillips

Beverly PhillipsCommissioner Beverly Phillips was appointed to the Prince George's County Commission for Veterans as a Representative of the Women’s Army Corps on October 28, 2008. Ms. Phillips brings over 25 years of comprehensive and progressive leadership, business development and personnel management experience to the board. Commissioner Phillips holds a Bachelor of Science degree from the United States Military Academy, a Masters in Public Administration from Central Michigan University and is completing course work towards a PhD via Walden University, and is also a graduate of the Air Force War College.

Ms. Phillips has worked as a Program Manager for Verizon Communications and has owned and operated a small business and brings a wealth of knowledge to the Commission. This is Ms. Phillips first foray into veterans’ services, but she brings to the Commission a passion for organization and a willingness to work along with the desire to improve the lives of veterans in Prince Georges County. Ms. Phillips is currently a Lieutenant Colonel in the US Army Reserves, a veteran of the Iraq War (2005 – 2006) and continues to serve today in support of the War on with the Army Intelligence Staff at the Pentagon.
